Statement on behalf of West Villages Improvement District Regarding HB 4061:
The West Villages Improvement District is pleased that Gov. Ron DeSantis has signed HB 4061 into law. WVID is also grateful for the support of Rep. Danny Nix, the bill sponsor; as well as the Florida House of Representatives and the Florida Senate, which unanimously approved this impactful piece of legislation.
This legislative change not only provides much needed clarity to residents related to the transition from a one-acre, one-vote landowner election to a general election of qualified voters but also updates WVID transition rules to align with those governing every other improvement and stewardship district throughout the State of Florida.
The new process eliminates the District’s current subjective method to an objective turnover formula that uses existing land development approvals and undisputable data from the U.S. Census Bureau and the Florida Department of State Division of Elections. These changes clarify the turnover process and provide more opportunities for participation amongst WVID residents by allowing all qualified electors to be included in the turnover methodology, as well as vote and/or serve on the WVID Board of Supervisors.
The WVID believes this change could lead to WVID Board of Supervisors seats to turnover to residents faster than is anticipated in the old, antiquated model.
In addition to updating the turnover methodology, the legislation includes a variety of provisions aimed at improving government efficiency.
